Position Description

Purpose of the Position:

This position will provide Project & Programme Management (PM) support by building a robust and standardized PM governance process, designed around UNICC’s vast and wide-ranging portfolio. This role will ensure that projects and programmes managed via the CPP practice are adhering to PM processes and controls and executed to PM standards. This role will also be responsible for some commercial aspects, including supporting any RFPs that UNICC is invited to bid on.

This role also entails managerial responsibility of Project Support Administrators, with evolving priorities and guidance from Chief, CPP.

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Chief, Projects & Programmes Section (CPP) within the Client and Projects Division (CP) and in close collaboration with the Projects & Programmes Section team. The incumbent could be requested to do any other tasks of similar level in related fields.

Under the guidance and supervision of the Chief, CPP, the incumbent will perform the following duties:

  • Manage and oversee the planning, allocation, prioritization of tasks/duties for Project Support Administrators (PS Admins), including coaching and mentoring them
  • Coordinate PS Administrator support in the RFP process, including coordination of activities across various stakeholders to ensure timely preparation of responses
  • Create and maintain a central PMO Hub/repository of best practices and templates for project and programme reporting, ensuring that all PM/PMO processes are documented via Standard Operating Procedures (SOPs) and centralized/updated in a central repository
  • Responsible for qualitative reviews of status reports in an effort to drive consistencies in project/programme RAG assessments, overall status summaries, and financial health
  • Identify opportunities for automation of workflow/reporting enhancements, design and implement improvements
  • Provide recommendations to the Chief, CPP on training needs for team members to remain abreast of new PM tools, methodologies
  • Keeps abreast of developments in the field of PM and PM tools
  • Provide other ad hoc support either within your team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full-time basis upon request from the senior management

Recruitment Profile

Experience and Skills required:

Essential:

  • A minimum of five (5) years of progressively responsible professional experience in information technology and/or related area, including in project or programme management
  • Proven experience in leading complex projects/programmes that are multi-faceted, spanning across multiple workstreams
  • Strong knowledge of Project management best practices, AGILE/SCRUM, and/or PRINCE2/PMP
  • Experience in managing and / or working with teams including virtual and remote teams

Desirable:

  • Experience in Agile development life cycle, with the ability to lead scrum teams
  • Experience with stakeholder management, conflict management, strict deadlines
  • Strong knowledge of product management frameworks
  • Some experience with audit readiness

Education*:

Essential:

  • First University degree in Computer Science, Information Systems, Mathematics, Statistics or related field

Desirable:

  • P3O (Portfolio, Programme, Projects Office) Certification or PMO-equivalent/related certification
  • Managing Successful Programmes (MSP) certification
  • Certification in Agile Project Management Framework (either Prince2Agile, PSM 1, PSM 2, or ACP acceptable)
  • ITIL management certifications or training

Languages:

  • English: Expert knowledge is required

Compensation:
Annual Salary Estimation (net of tax at single rate):

  • Valencia, (Spain) including post adjustment (24,1% on June 2022): US$ 77,800
