Position Description

Purpose of the Position:

The Data Management Officer will oversee the processes related to the design and maintenance of data architecture, data engineering and visualization solutions created for UN organizations. This involves process evaluation, cross-departmental collaboration and effective communication with stakeholders to meet business requirements.

This profile will be integrated in a multidisciplinary group with Data Architects, Master Data specialists, Data Engineers, Visualization Specialists, Business Analysts, Devops/DataOps engineers and Data strategy specialists to deliver key strategic. It is expected for this profile to lead independently some projects and be capable of guide/manage small teams while being hands-on.

Objectives of the Programme:

The objective of the Centre is to provide trusted ICT services and digital business solutions to its Clients and Partner Organizations.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Data Operations Lead (DDAM) within the Data and Artificial Intelligence Section (DDA) and in close collaboration with the Data Governance (DDAS) and Artificial Intelligence and Machine Learning (DDAI) units. The incumbent will perform the following tasks:

  • Under guidance, liaise with UN stakeholders to determine the most effective ways to manage data and prepare comprehensive proposals for developing the required solutions
  • Propose the design and document blueprints for the data framework architecture, establishing principles and standards that guide the organization’s data management practices
  • In collaboration with relevant team members, maintain the existing data infrastructure and scale it to accommodate the growing data needs of specific UN Agencies, ensuring robustness and efficiency
  • Provide technical support for the development and implementation of projects within cloud environments, ensuring seamless integration and optimal performance
  • Oversee the implementation of changes in data systems to ensure full compliance with data governance, protection, privacy, and security requirements
  • Apply advanced knowledge in managing large data sets for organizational use, optimizing data handling processes to support decision-making and strategic initiatives
  • Integrate data and business operations into a cohesive data system, ensuring that all components work harmoniously to meet organizational goals
  • Coordinate the development process of data analysis and visualization tools, including scoping, design, implementation, testing, and delivery. Guide staff on effectively using these tools to extract insights
  • Provide technical expertise and guidance throughout the prototyping, testing, building, and launching phases of various visualization tools, such as Power BI, Tableau, ArcGIS, and Carto
  • Manage individual projects related to the extraction, transformation, and loading (ETL) of data from diverse sources into data pipelines, ensuring optimal performance and efficiency
  • Define the specifications for integrations, databases and data streams by translating business requirements
  • Coordinate with UN stakeholders about how to best manage data and prepare proposals to develop required solutions
  • Draw blueprints for data framework architecture, including principles and standards
  • Maintain the data infrastructure and scale it to handle growing UN Agencies data
  • Provide support to the development and implementation of projects on cloud environments
  • Manage the implementation of changes in data systems to ensure compliance with data governance, protection, privacy, and security requirements
  • Integrate data and business operations into a data system
  • Coordinate the development process of data analysis and visualizations, including scoping, design, implementation, testing, delivery and guiding staff on the use of the products
  • Provide technical support and guidance through prototyping, testing, build, and launch of variety of visualization tools (Power BI, Tableau, ArcGIS, Carto)
  • Manage individual projects regarding the optimal extraction, transformation, and loading of data from a wide variety of sources into data pipelines
  • Oversee a dedicated team of data management specialists
  • Other: Provide other ad hoc support either within the team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full-time basis upon request from the senior management

Recruitment Profile

Experience and Skills required:

Essential: 

  • A minimum of five (5) years of relevant IT experience, including experience in development, implementation and maintenance of data tools and applications
  • Proven knowledge regarding creation and maintenance of data warehouses, data transformations, data modelling and migration of data and reports/dashboards to other platforms
  • Expert knowledge in Microsoft Azure platform Data services
  • Proven experience working with Data Factory, Logic Apps, Azure Functions, Databricks, Synapse and Azure Devops
  • Knowledge of Object-oriented programming languages, like Python, Java, and Scala. And experience with distributed computing frameworks, such as Spark
  • Proven experience working with Data Lakes and Delta lakes
  • Proven experience working with relational database engines such as SQL Server and non-relational database such as MongoDB and extensive experience in creating SQL queries and database procedures
  • Ability to support, test and update complex reports and Dashboards in Power BI, Tableau or Qlik
  • Proven experience building CI/CD pipelines
  • Advanced knowledge on how to manage large data sets for organizational use and ability to create algorithms to analyse data with advanced tools for data analysis

Desirable:

  • Strong data analytical skills
  • Knowledge of Machine Learning and AI
  • Experience or Certifications like Agile, Scrum
  • Experience in AWS and Google Cloud

Education*:

Essential: 

  • First university degree in Computer Science, Engineering, Statistics, Mathematics or other relevant fields

Desirable: 

  • Advanced university degree in Big Data or Data Science
  • Certification in Azure, AWS or GCP cloud

Languages:

Essential:

Compensation:

Annual Salary Estimation (net of tax at single rate):

  • Valencia (Spain), including post adjustment (36,8% on August 2024 ): US$ 87,717.
  • Brindisi (Italy), including post adjustment (29,9% on August 2024): US$ 83,293.
