Position Description

Purpose of the Position:
The purpose of this position is to provide IT Application Integration support to ADB (Asian Development Bank) and to ensure that applications deployed to production are designed, documented, and implemented in accordance with industry standards and ADB standards. The selected candidate will work in close collaboration with the ADB IT teams in Manila, Philippines.
Objectives of the Programme:
The objective of the Centre is to provide trusted ICT services and digital business solutions to its Clients and Partner Organizations.
Main duties and responsibilities:
The incumbent will work under the direct supervision and guidance of the Head, Customer IT Resilience Team (OPBR) and Chief, Business Solutions Section (OPB) within the Operations Division (OP) and in close collaboration with the ADB IT technical teams. The incumbent could be requested to do any others tasks of similar level in related fields.
The incumbent will perform the following duties and responsibilities:
Production Support:
- Ensure that applications deployed to production are designed, documented, and implemented in accordance with industry standards and ADB standards
- Participate in the development of the system conversion plans and coordination of their implementations with business units
- Contribute to the design and implement Application Programming Interface (API) and web application solutions
- Propose and implement improvement system reliability through automation, reusable scripts, and configuration-as-code
- Ensure availability of services and components running on Hardware Interface Program (HIP) and its interoperability with integrating systems
- Facilitate deployment and releases within a project lifecycle from development to production
- Implement fixes both at the application and infrastructure level
- Fine-tune resource utilization for optimum platform performance and process efficiency
Troubleshooting and Incident Management:
- Troubleshoot technical issues, adhering to ITIL best practices
- Support incident and problem management, including participation in governance processes, such as the Change Advisory Board (CAB)
Lifecycle Maintenance:
- Support the full lifecycle maintenance of relevant equipment and processes within your domain
Monitoring and Anomaly Detection:
- Ensure continuous visibility in monitoring tools such as Datadog
- Monitor the systems for anomalies and escalate as necessary, ensuring system stability and security
Project Support:
- Act as a technical member providing support for various projects within the IT landscape
Collaboration:
- Collaborate effectively with cross-functional teams within the organization to achieve common goals and resolve technical challenges
Documentation and Best Practices:
- Maintain comprehensive technical documentation in line with industry best practices
- Stay informed about and apply knowledge of cloud computing technology
- Ensure familiarity with the organization’s business continuity framework
Recruitment Profile
Experience and Skills required:
Essential:
- At least eight (8) years of relevant hands-on experience in IT Application Integration support
- In-depth experience in API design and development
- Solid understanding of integration design patterns (e.g., event-driven architecture and cloud-native/hybrid cloud solutions)
- Must be familiar with Internet protocols and standards (e.g., IETF), and their practical uses
- Substantial experience on automation tools and configuration as code (e.g., Bash, Ansible, Terraform, Azure DevOps)
- Experience in a DevOps workplace culture that practice containerization and CICD
- Relevant experience in programming thin and thick applications or other equivalent enterprise-grade language
- Good foundation in networking, operating systems, and Java Virtual Machine concepts
Desirable:
- Work experience and knowledge in the following areas:
- Integration/Enterpise Service Bus Products: Software AG webMethods or equivalent
- Databases: Oracle, Microsoft SQL Server or equivalent
- CI/CD: Jenkins, Azure DevOps or equivalent
- Front-end development is a plus (e.g. HTML, Javascript, Angular)
- Excellent documentation skills to create and maintain technical procedures and best practices
Education:
Essential:
- Successful completion of secondary school education supplemented by specialized training in IT
Desirable:
- Knowledge/certification in Windows and/or Linux
- Familiarity with ITIL best practices
- Knowledge/certification in cloud computing technology (Azure)
Languages:
- English: Expert knowledge is required
- Knowledge of the local language of the Duty Station is an advantage

Eligibility:
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
Compensation:
Annual Salary Estimation (net of tax at single rate):
- Valencia: EUR 44,839
