Position Description

Purpose of the Position:

This position will be leading DDA’s efforts in developing a Data Strategy & Governance framework, both at organizational and departmental level, including data architecture best practices, data modelling and design, metadata management, master data management etc. The incumbent will lead the Data Governance initiative, acting as a key change agent, supplementing DDA’s data strategy.

The position implies frequent interaction with the following: data engineers, data scientists and other data-focused specialists, as well as establishing and maintain relationships with counterparts, senior officers, management and technical staff across UNICC, UN Partners, programs and other UN specialized agencies, as well as representatives and officials in national governments, international organizations, consultants, and NGOs.

Objectives of the Programme:

UNICC provides the digital foundations that support the digital transformation and future of the UN system and other international organizations.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Chief, Data and Artificial Intelligence Section (DDA) within the Digital Delivery Division (DD) and in close collaboration with the Data and Analytics team. The incumbent could be requested to do any other tasks of similar level in related fields.

The incumbent will perform the following duties:

  • In collaboration with the Chief, DDA, lead a Data & AI-driven governance framework and approach for UNICC clients
  • Define and implement organizational data policies, define improved data processes, develop and implement a data governance framework
  • Lead the development of data & AI governance policies and frameworks to ensure ethical use, transparency and compliance with legal and regulatory requirements
  • Collaborate with cross-functional teams to assess the impact of AI models and ensure responsible deployment
  • Be in charge for ensuring the correct IT processes, people, and technology are in place to support the Data governance framework
  • Conduct audits and assessments of data management practices and AI systems to identify risks and areas for improvement
  • Define data management operational processes (e.g., data quality measurements) in accordance with policies and standards, clearly articulating roles, and responsibilities
  • Drive culture-changing and transformative programs regarding AI & Data Governance adoption and best practices
  • Recommend and implement enhancements to data governance and AI governance processes to drive continuous improvement
  • Coordinate the work of team members, as and when required
  • Other: Provide other ad hoc support either within the team or in other teams as required – this includes the participation in special projects or support to service delivery for short period of time on a part-time or full-time basis upon request from the senior management

Recruitment Profile

Experience and Skills required:

Essential:

  • At least seven (7) years of relevant Data & IT experience, including experience working with global organizations and/or multinational companies
  • Sound experience in data strategy enterprise architecture, service delivery and data management, data governance including data modelling, metadata management
  • Sound experience in standardizing data architecture, governance and privacy policies enhanced by digital services
  • Good knowledge of cloud-based architecture, security, operations and service delivery
  • Proven experience in developing technical data governance solutions
  • Experience with a broad range of technical data platforms and the ability to advise customers on the right technical solutions to enable their business goals
  • Experience in a senior management role, with exposure to the senior leadership of large organizations and accountable for major initiatives within the corporation or for clients
  • Strong background, experience and understanding of qualitative and quantitative data and monitoring, including in humanitarian contexts
  • Knowledge of machine learning and AI technologies
  • Sound experience in Data & AI Governance operating models – centralized, de-centralized, hybrid and federated. Well versed with data domains and has worked in creating Data improvement plans by domains closely working with Data stewards

Desirable:

  • Solid analytical, problem-solving, negotiation and organizational skills with demonstrated ability to multi-task, organize, prioritize, and meet deadlines
  • Experience in strategy consulting, communication, AI, marketing or business intelligence considered an asset
  • Ability to work with a diverse team in a rapidly changing work environment

*Education:

Essential:

  • Advanced university degree (Master’s degree or equivalent) in computer science, statistics, applied mathematics, data management, information systems, information science or a related quantitative field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree

Desirable:

  • Certifications in data & AI governance (e.g., CDMP, DGSP) or AI Fundamentals (e.g., Certified AI Fundamentals)

Languages:

  • English: Expert knowledge is required
  • Knowledge of another UN official language will be an advantage

Compensation:

Annual Salary Estimation (net of tax at single rate):

  • Valencia, (Spain) including post adjustment (36,7% on October 2024): US$ 105,704
